Ryder-10, W-2045 variety, considered to be Rarity-4.

A pretty nice example of a type that is notorious for lousy strikes, terribly flawed planchets, nasty corrosion and wickedly harsh grading at PCGS.

And while this one has some areas of roughness, and some natural planchet fissures, it compares favorably with a lot of the examples we’ve seen, with much better than average chocolate brown color and fewer flaws than typically encountered.

We’d call this piece a nice Fine for the issue (which is about how these sorts of coins have historically been graded in the raw days of yore), but PCGS tends to either put them in Genuine holders, or net grade this type severely (which I think is what they have done here).
