Breen-1021 variety, Thin Planchet type. Estimated to be High Rarity-5 or so. 

A very choice light chocolate brown example of this enigmatic issue, and one of the few seen that was struck from the earliest state of the dies with no trace of a break at the top of the clock and no evidence of die bulging.

Indeed, this coin is as well and evenly struck as these come, with full legends and sharp central detail on both the obverse and reverse.

There is a very shallow straight clip at 1 o’clock, and the reverse die is aligned at 90 degrees to the obverse, both of which uniquely identify this piece as the Picker specimen of this type.
