Nelson-7, W-13820, the so-called ‘Block-Head’ variety.  Sometimes described as high as Rarity-7 by catalogers, but probably more accurately deemed R-6 in the excellent census compiled by Voce Populi specialist (and die hard West Virginia Mountaineer fan) Stan Stephens. 

And this is a very nice example of a tough type, boldly struck for an issue that often isn’t, with crusty chocolate brown color and less roughness than normally encountered on one of these.
